At this point, if the web.config is writable, it will update the file and ask the user to secure his web installer and go to the DB Installer. This needs to be made seemless by the time this is in production.

#1 Rather than asking the user to secure their install, why can't the tool do it? Of course then the next question is how can one install it/upgrade it next time? Or better yet why not demand admin credentials on an install and verify them? And the entire process is then secure as it can be accessed by the world but they will not have the credentials to proceed with an install or upgrade. Perhaps the tool could at the end allow the admin user to upgrade other WinUserAccounst who can also use the installer/upgrader in the future to easily expand the scope and allow more than 1 person to install/upgrade.
