At this point, if the web.config is writable, it will update the file and ask the user to secure his web installer and go to the DB Installer. This needs to be made seemless by the time this is in production.

Like CS's installer, it retains the "database" Query String Key (QSK) which if supplied will skilp this step.

The first screen of the installer does some basic checks. In addition to a basic version check, it checks to see if rb_logs, Portals, and web.config is writeable.
