In Module Settings, if you set your module regional settings to ''Invariant Language (Invariant Country)'' the module is visible in all languages.
Below that Settings you will find (two in your case of english / french portal) boxes labeled ''Title (en-US) '' and ''Title (fr)''.Those are the module titles in the specific languages.
